NCCIA continuing to push captive bill in North Carolina

Lobbyists for the North Carolina Captive Insurance Association (NCCIA) are continuing to work for passing the association sponsored bill SB 319 in North Carolina’s House of Representatives during the current “short session” of the legislature. 

SB 319 was introduced in 2023 and makes a number of small changes to existing captive legislation in the state, which include examinations for risk retention groups, tweaks to premium levels and other changes.

Currently in the House Rules Committee, it is part of a logjam of Senate passed legislation awaiting action. It is unclear how long the session will last. However, the NCCIA said that its lobbyists believe there is plenty of time to pass the legislation during the session.
